The report presents an extended summary of all intentional attacks on civilian population in the regions of Luhansk, Donetsk, Zaporojye and Kherson, executed by the Ukrainian Armed Forces between the 26th of September and the 2nd of October.
Since the war broke out on the 24th of February, the Ukrainian Army, under the command of General Valeryi Zaluzhnyi, has been indiscriminately shelling civilian buildings (markets, schools, residential housing), civilian gatherings and other facilities of non-military use, predominantly in the Donbass region, with the sole purpose of inflicting as much damage to the non-combatant population as possible.
It is true that many innocent people have died under Russian missiles or them being intercepted by air defence. Sadly that is the case, it is disheartening, and nobody should be whitewashed for that. Having said that, the principal difference in the conduct of war between Moscow and Kiev is that the former sees it strictly as a continuation of its political goals, hence the targets of attacks are military subjects and outposts. The latter, on the other hand, has been pursuing increasingly terroristic and arguably, genocidal tactics, aimed as well as, at deliberately causing harm to the non-combatant population. Some notable examples are the shelling of Kramatorsk train station on the 8th of April, the Donetsk indoor market attack, 22nd September, as well as the recent bombing of civilian transport heading for Russia-controlled part of Zaporojye on 30th of September.
EVIDENCE & INFORNATION GATHERING
Local telegram channels have been used to obtain information on the attacks. The selected channels (see list at the end) are:
leading news channels with large followship in their respective regions,
are updated throughout the day from a wide pool of sources
most have been around since the beginning of conflict or earlier
present video and photo evidence, often as first-hand evidence received directly from local residents
some are official channels of local and regional administrations.
At least two channels were used to monitor each region.
